Brown alludes to the aerial authority of the 78th Aviation Troop Command service members. The image of the minuteman, issuing at the top, alludes to the ascending of a new National Guard unit. The wings signify flight and swiftness, and being below the image indicates the conception of “giving wings to the minuteman.”
